What Is A Ward Chair?

Ward Chairs are elected leaders who represent groups of 8–11 precincts within a House District. There are 73 wards across Bernalillo County. As a Ward Chair, your job is to organize precinct leaders, build your local team, and be the voice of your community inside the Democratic Party of Bernalillo County. Think of a Ward Chair like a store manager — you oversee the operation, make sure every aisle (precinct) is covered, and keep things running smoothly.

Leading and Finding Precinct Chairs

A Ward Chair’s first responsibility is filling precinct vacancies. You help recruit, recommend, and appoint Precinct Chairs through the official appointment process. Current lists of Ward and Precinct Chairs are always available online, including vacancies. It is important to make calls, knock doors, and ask neighbors to fill these roles. The stronger your team, the less ground work you have to do. In practice, you’re building your staff team — making sure every shift is covered so your “store” is never short-handed.

Representing Your Community

Ward Chairs are automatic members of the County Central Committee (CCC) and also serve exclusively on the County Executive Committee. That means you don’t just vote in the CCC — you represent it at a higher level and stay in constant communication with DPBC leadership. You are one of 73 people who decide what we fight for, how we operate, and where we use our money. Your role is to carry forward the needs, concerns, and ideas of your neighborhoods and make sure Democrats are organized and visible in every community.

Ward Grants and Events

DPBC offers small grants to help Ward and Precinct Chairs fund local outreach. These grants can cover voter registration drives, neighborhood visibility efforts, or materials for canvassing and events. To access funds, Ward Chairs must apply and submit simple reports showing how dollars were spent to build Democratic power. Trainings and Resources

Ward Chairs have everything they need to organize effectively. You get maps, district charts, and the voter portal to know your turf. DPBC provides Ward Chair Trainings, Quarterly and Monthly Planning Guides, a large Google Drive of materials, a YouTube library, and on-demand trainings. VoteBuilder and TeamBuilder

Ward Chairs use two tools to get the job done: VoteBuilder, the DNC’s voter file accessed through the VoteBuilder Services Team, provides the voter lists we use for canvassing and outreach, while TeamBuilder, where every Ward Chair gets a free login, is DPBC’s internal database tracking our own leaders and volunteers. Together, they give you the full picture — VoteBuilder connects you to voters, and TeamBuilder connects you to the team that makes it happen.

What Is A Precinct Chair?

Precinct Chairs are the frontline of the Democratic Party. Each chair represents their neighborhood precinct — the smallest unit of our party’s structure. Your role is to connect directly with voters, recruit local volunteers, and make sure Democrats are visible in your community.

Leading As A Precinct Chair

Precinct Chairs work closely with their Ward Chair to keep the local team strong. If your precinct is vacant, you can be appointed through the official process. Once in place, you are it — the person who organizes your precinct, talks to voters, and makes sure Democrats are visible on your block. Some chairs may bring in block captains, but many simply lead the work themselves. Think of it like being the cashier or the floor workers in the store — you’re the one face-to-face with the customers, making sure no one gets overlooked. You are the direct link for your neighborhood into the Democratic Party — take pride in it.

Representing Your Community

Precinct Chairs are automatic members of the County Central Committee (CCC), giving you a vote and a seat in shaping DPBC priorities. You’re also the direct link between your neighborhood and party leadership — making sure local concerns are heard at the county level. Precinct Chairs constantly have an open line to DPBC Leadership and invites to DPBC General Meetings.

Tools and Support

Precinct Chairs work with their Ward Chair to access resources and plan activities. While grants are submitted at the ward level, precinct projects are encouraged and supported. DPBC offers regular trainings, planning guides, and leadership updates to keep you prepared. You always have backup from your Ward Chair and DPBC leadership — you’re never on your own. Precinct Chairs can request voter lists through the VoteBuilder Services Team when approved by their Ward Chair. This ensures voter outreach stays coordinated and effective. Precinct Chairs may also request a TeamBuilder login, giving you access to internal records for volunteers and leadership in your area. Together, these tools help you reach voters and build your team.

What Is A County Central Committee Member?

CCC Members make up the County Central Committee, the governing body of the Democratic Party of Bernalillo County. If you’re a Ward or Precinct Chair, you’re automatically part of the CCC. Together, CCC Members shape strategy, set priorities, and make key decisions that keep the party running.

How You Become a Member

Ward and Precinct Chairs automatically serve as CCC Members. Additional at-large members may be appointed or elected based on vacancies and bylaws. Once you’re in, your responsibility is simple but critical — show up, vote, and bring the voice of your community into the room.
